SOCIETY EFFORTS TOWARDS CREATING COMMUNITIES
OF DIALOGUE AND MUTAL RESPECT

OVERALL OBJECTIVE

Creating communities of dialogue, in which domicile and returnee ethnic groups are mutually respected, and where the rights of returnees are protected and practiced”, while the Purpose is: “Enhancing communities’ cohesion through joint efforts of domicile and returnee population in decision-making, advocating and promoting changes.

 

SPECIFIC OBJECTIVE OF THE ACTION:

    • Initiating cooperation between returnees and domicile population for local communities’ well- being
    • Encouraging return process by promoting the best examples of successful interethnic dialogue
    • Influencing local authorities by means of civic activism, in order for them to support return process

    The first specific objective will be reached through cooperation of different groups in decision-making about the priorities of the communities. The example of such activity could be the (re)construction of the road or water supply system which are of benefit for all ethnic groups living in the area. Reconciliation at the local level will be enhanced through dialogue and joint agreement on the priorities. These suggestions will be submitted to local authorities (at all levels) in charge of return and will accordingly, depending on their readiness, result in implementation of these suggestions. The more concrete the benefits of these efforts are, more the reconciliation process is becoming successful. In longer-term, different ethnic groups living in the target communities will increase their understanding and respect for the needs of the others, and will become more willing to support their efforts.

     

    The second specific objective is to promote the best examples of sustainable return, as well as good practice of encouragement of citizen activism. Media spotlight in this sense will be used both as a too l to present facts of return and to initiate local authorities to take energetic approach to solving issues that returnees are faced with. Negative political influence combined with negative influence of media that hardly gives any positive examples, fosters the situation of total intolerance, mistrust, fear of others and weak motivation of refugees and displaced persons to return to their pre-war homes. Lack of positive influence of local and state media on general public, especially on prospective and current returnees and domicile population in return communities (promotion of good practices, joint initiatives and success stories of mixed communities) and weak media coverage on return issues additionally discourage returnees and refugees in their intent for return. With promotion of the best examples and continuous advocacy and lobbying activities, UARDP intends to additionally encourage refugees and displaced persons to return. Activities will also encourage local civil society stakeholders to initiate efficient dialogue between returnees and the local government in order to improve the situation of this population in the society.

     

    The third specific objective will be focused on authorities, which will be pressed to fulfil their obligations in the return process.

     

     

    PROJECT DURATION:

    18 months (starting December 1, 2008)
